The Andalusian Regional Government has approved a new planning framework known as LISTA, which has driven reforms at the local level. Marbella, for example, is in the process of implementing a new General Planning Law (POU), followed by a detailed zoning plan (PGOU). This change has already impacted other municipalities, such as Vélez-Málaga, which plans the construction of 3,500 homes, including at least 10% affordable housing.
